DoW SBIR/STTR Evaluation Criteria
Also called: DoW proposal evaluation criteria, DoD SBIR evaluation criteria, Phase I evaluation criteria
DoW SBIR/STTR proposals are judged on three criteria in descending order of importance: technical merit and innovation, qualifications of the team, and potential for commercialization.
The DoW BAA lists three evaluation criteria in order of importance. First is the soundness, technical merit and innovation of the proposed approach and its progress toward a solution to the topic.
Second is the qualifications of the principal investigator, supporting staff and consultants. This includes the ability to commercialize the results, not only the ability to do the research and development.
Third is the potential for commercial application, for the government or the private sector, and the benefits expected from that commercialization.
